ParseBoolean (parser.go:2133) matches via bytes.HasPrefix against trueLiteral then falseLiteral, falling to a default that returns MalformedValueError; for an empty input both HasPrefix checks are false (an empty slice is not prefixed by "true"/"false"), so it hits the default malformed branch. TestParseBooleanEmpty and TestMCDC_SYS_REQ_066_Row2/Row3 assert exactly this. The KI-11 prefix-match defect (accepting "trueish") is present in this same function but lists only SYS-REQ-012/036/057, and it cannot affect the empty-input case, so this requirement's clause is genuinely conformant.
