TestParseHelperDeterminism (obligation_property_test.go:195) confirms this across all four helpers, and the ParseInt MCDC Row2 witness confirms two calls agree with nil errors. The KI-11 prefix-match defect in ParseBoolean (parser.go:2137) and the KI-7 overflow-wrap in parseInt are correctness defects that stay fully deterministic, so they do not violate this determinism-only requirement; all witness tests pass.
