Field report from Russia, follow-up to #12395.
Fact: Cloudflare (1.1.1.1) and Google (8.8.8.8) DNS are blocked/throttled country-wide here. The stock network widget ships DHCP / Cloudflare / Google / Custom — for RU users two of the four presets are dead on arrival.
What RU users actually run: Quad9 (9.9.9.9) and DNS4EU Unfiltered (86.54.11.100) — both reachable, both with TLS endpoints. (My own panel runs DHCP / Quad9 / DNS4EU / OpenDNS / Custom via a local override + post-update reapply hook.)
Request: locale-aware DNS defaults — for the ru locale ship Quad9 + DNS4EU where stock ships Cloudflare + Google. Failing that, editable presets (part of #12395) so a locale pack can substitute without forking the widget.
No behaviour change for other locales: this only asks that the preset list be overridable per locale, with RU values provided.
