When some webpage opens new window it has limited functionality

What's wrong?
For example if I use express checkout with Paypal, it opens a new ”popup window” that renders as new tiled browser window.
This new window looks like a web app with no controls. The design is fine, but the problem is that Password1 cannot launch in this type of windows. It shows the password1 icon in input field but clicking it does not open password1 so I can input my password.
Hope this makes sense. Otherwise I will record video.
