RU locale install ships a dead network widget — bundle wifi-dns-ru instead

Problem
The stock network widget ships Cloudflare (1.1.1.1) and Google (8.8.8.8) DNS pills. In Russia both are throttled country-wide, so for a Russian user the stock widget is dead on arrival: the only working choice is manual Custom entry.
Existing solution
wifi-dns-ru 1.1.1 (listed in the marketplace) replaces the pills with ones verified live in Russia — DHCP / NextDNS (DoT) / DNS4EU / OpenDNS / Custom — prompt-only auth, plus a widget-state refresh stock lacks. Install/remove/restore scripts included.
Proposal
Make the Russian locale install work out of the box: when ru_RU is selected at install (or when the RU locale pack is applied), install wifi-dns-ru instead of (or alongside) the stock network widget — the same way other locale-specific defaults could plug in later. A locale hook (install-locale-extras or similar) would generalize this beyond one language.
This is not a fork request — stock stays default everywhere else. It is about the RU install not shipping a dead widget.
