Full OS broken after updating to 3.1.0

What's wrong?
Issue
On running the latest update, it looked as though some installs failed but the update completed. On reboot, I got a black screen with no keybindings available and no way to open anything in order to find an issue.
Steps taken
With no way to open anything, I ended up reinstalling the whole OS (losing everything in the process), and ensuring not to run latest update start-up.
Looks like others are having similar issues, but to a lesser degree
