Switching between apps on the same workspace is not as smooth as switching between workspaces

Switching between apps instead of workspaces causes re-renders/layouting.

AMD 9950x3d, 5090, Omarchy 3.1+ - same on all my machines
What's wrong?
Expected
A smooth, or instant transition.

Steps
- close all apps
- open a terminal, full width mode
- run
omarchy-launch-or-focus chromium "chromium https://www.cnn.com" - switch back, do it again
and if you don't have any window rules switching workspaces here, you should see the bad behaviour.
I find that if you switch between workspaces, the behavior is good, if you switch between apps, the behavior is bad..
