wttr.in/Open-Meteo return wind in km/h by default, but Russian forecasts always use m/s (Roshydromet standard) — km/h reads as foreign in a Russian desktop.

Please convert the wind display to m/s when the locale is ru_RU (km/h ÷ 3.6, rounded), in both weather/Panel.qml (WIND row) and the omarchy-weather-status notification, so panel and notification match (see also #7706 for the panel/notification unit mismatch).

Other locales stay unchanged.
